$630m Budget blowout

NZTA announces new design for Kapiti Expressway and budget blowout
The NZ Transport Agency (NZTA) has announced new details on design improvements for the Kapiti Expressway, including an updated route alignment for the Peka Peka to Ōtaki section, and released updated cost estimates for both the MacKays to Peka Peka and Peka Peka to Ōtaki sections of the road.

The NZTA’s Wellington State Highway Manager Rod James said several significant changes had been made to earlier proposals in response to community feedback and the outcome of further investigation and design work.

New Zealand Transport Agency – Proposed Kapiti Expressway [video]

The NZTA has released a YouTube video highlighting the route of the confirmed alignment of the Kapiti Expressway.

The fly-over animation sequence runs for almost 4 minutes and clearly shows that the NZTA may need to rethink the whole expressway project.

The video shows the typical number of vehicles using the new road (according to the video) may have been over estimated, with less than 40 cars on the proposed Kapiti Coast road.

NZTA note: This visualisation is still under development and does not include mitigation planting.

Next phase of MacKays to Peka Peka Expressway project announced

On May 6 2011, the NZ Transport Agency (NZTA) confirmed the alignment of the MacKays to Peka Peka Expressway and announced that the next round of consultation will be held this month. The six-week consultation period begins with a series of four expos with the first one scheduled for Sunday 15 May.

NZTA Central Regional Director Jenny Chetwynd said prior to the start of the next consultation Kapiti households will receive a newsletter outlining the decisions made in respect of the proposals presented for consultation in November 2010 to February 2011.

“The decisions made confirm the MacKays to Peka Peka Expressway alignment. This means that at the southern end, the alignment proposed in November 2010 and, north of Waikanae River, the western alignment (Option 1 in the November proposals) is confirmed. MacKays to Peka Peka Link Road, Kapiti Coast – The ‘preferred’ Fourth Option

Upgrade and realign State Highway 1 to Expressway and the Implementation of Western and Eastern Link

The Eastern Option as designed by NZTA consultants is crude. However it is the option that has the least impact on Kapiti Coast and its land use planning programme.

We have looked at an alternative alignment in part for the Eastern Option that is more effective, cheaper, and reduces the negative impacts of an expressway on the coast. NZTA has referred to this as the ‘fourth’ option.

With a limited amount of time we have determined that from Kapiti Road it is possible to shift the alignment to the east of the Rail, thereby greatly reducing the number of properties immediately affected. We believe that a speed limit of 70 kph should be set within the urban areas: Poplar to Paraparaumu, Te Moana to Waikanae North, and through Otaki. We have also looked at connections to Paraparaumu, Waikanae and Otaki and have started to resolve the access issues.

Waikanae Board says Stop the Expressway

The Waikanae Community Board expressway submission hedges its bets when choosing between the two routes proposed for the town, but suggests stopping the project could be a “very valid” decision.

In its submission, the board urges NZTA to make further negotiations on wahi tapu land before discounting the western option that would claim fewer homes near the Te Moana Rd interchange.

Two options are proposed for the route: one slicing through El Rancho and wahi tapu land, and the other running over about 21 homes, mainly in Puriri Rd and Kauri Rd.

The board strongly urges NZTA to investigate other options for the site of the interchange.

Kapiti Expressway NZTA Route Proposal

The New Zealand Transport Agency (NZTA) has finally released their proposal for the ‘Kapiti Expressway’ route. Loosely based on the Kapiti Coast Districts Council’s Western Link Road route, the expressway proposed by the NZTA route is bounded to cause controversy.

The NZ Transport Agency has begun public consultation on proposals for the MacKays to Peka Peka Expressway. The consultation period runs from 28 November 2010 to 4 February 2011.

A consultation brochure and feedback form has been sent to every Kapiti household for their feedback on the proposals for the expressway.

NZTA announces extended consultation timeline

The NZ Transport Agency has today announced the details of an extended consultation period for the MacKays to Peka Peka Expressway, following the NZTA Board’s consideration at its meeting today of a more detailed route proposal.

Consultation material will now be printed and will outline details of the recent refinements that have been made to the route. Kapiti residents will receive a consultation brochure, with an attached form, for their feedback on the proposals for the expressway. In addition, project expos will be held at Otaihanga, Paraparaumu, Waikanae and Raumati to provide an opportunity for the community to meet the project team, learn about the proposals and offer any comments that they may have.

Dates and locations for public expos:

  • Sunday 28 November 10am to 4pm – Southward Car Museum, Otaihanga
  • Tuesday 30 November 4pm to 8pm – Kapiti Community Centre, Paraparaumu
  • Wednesday 1 December 4pm to 8pm – Waikanae Memorial Hall, Waikanae
  • Thursday 2 December 4pm to 8pm – Raumati South Memorial Hall, Raumati
