NZTA announces new design for Kapiti Expressway and budget blowout
The NZ Transport Agency (NZTA) has announced new details on design improvements for the Kapiti Expressway, including an updated route alignment for the Peka Peka to Ōtaki section, and released updated cost estimates for both the MacKays to Peka Peka and Peka Peka to Ōtaki sections of the road.

The NZTA’s Wellington State Highway Manager Rod James said several significant changes had been made to earlier proposals in response to community feedback and the outcome of further investigation and design work.

Nathan Guy retained his seat of Otaki following Election Day on 25 November 2011. With a comfortable margin of over 5,000 Nathan Guy, son of former Horowhenua mayor Malcolm Guy, now has the backing of the Kapiti Coast community to build the four-lane Kapiti Expressway. Is this the end of the Western Link Road?

Labour’s Peter Foster, who had campaigned for the Western Link Road, was no match for National’s stronger candidate and with his defeat comes the acceptance of the inevitable building of the expressway.

Ed: Congratulations Mr. Guy, now please get on with building our new bridge across the Waikanae River.

New Zealand Transport Agency – Proposed Kapiti Expressway [video]

The NZTA has released a YouTube video highlighting the route of the confirmed alignment of the Kapiti Expressway.

The fly-over animation sequence runs for almost 4 minutes and clearly shows that the NZTA may need to rethink the whole expressway project.

The video shows the typical number of vehicles using the new road (according to the video) may have been over estimated, with less than 40 cars on the proposed Kapiti Coast road.

NZTA note: This visualisation is still under development and does not include mitigation planting.

Next phase of MacKays to Peka Peka Expressway project announced

On May 6 2011, the NZ Transport Agency (NZTA) confirmed the alignment of the MacKays to Peka Peka Expressway and announced that the next round of consultation will be held this month. The six-week consultation period begins with a series of four expos with the first one scheduled for Sunday 15 May.

NZTA Central Regional Director Jenny Chetwynd said prior to the start of the next consultation Kapiti households will receive a newsletter outlining the decisions made in respect of the proposals presented for consultation in November 2010 to February 2011.

“The decisions made confirm the MacKays to Peka Peka Expressway alignment. This means that at the southern end, the alignment proposed in November 2010 and, north of Waikanae River, the western alignment (Option 1 in the November proposals) is confirmed. MacKays to Peka Peka Link Road, Kapiti Coast – The ‘preferred’ Fourth Option

Upgrade and realign State Highway 1 to Expressway and the Implementation of Western and Eastern Link

The Eastern Option as designed by NZTA consultants is crude. However it is the option that has the least impact on Kapiti Coast and its land use planning programme.

We have looked at an alternative alignment in part for the Eastern Option that is more effective, cheaper, and reduces the negative impacts of an expressway on the coast. NZTA has referred to this as the ‘fourth’ option.

With a limited amount of time we have determined that from Kapiti Road it is possible to shift the alignment to the east of the Rail, thereby greatly reducing the number of properties immediately affected. We believe that a speed limit of 70 kph should be set within the urban areas: Poplar to Paraparaumu, Te Moana to Waikanae North, and through Otaki. We have also looked at connections to Paraparaumu, Waikanae and Otaki and have started to resolve the access issues.

Steven Joyce Close Up TVNZ

Transport Minister Steven Joyce deftly ‘answers’ questions put to him by Mark Sainsbury on TVNZ’s Close Up current affairs program. The short video lasts approximately 10 minutes and includes stories about Kapiti Coast residents who face the daunting prospect of having their homes demolished to make way for Mr Joyce’s Expressway. The Kapiti Expressway, according to Mr Joyce, is expected to cut travel time by 10 minutes and create a safer roading solution for the region.
